By accessing the website, using the service, or placing an order, you confirm that you have read, understood, and agree to be bound by these Terms of Use. If you do not agree with these Terms, please do not use the service or proceed with an order.

1. Scope of the service

Publees.com is an online intermediary service for the submission and forwarding of publication orders to cooperating or available media outlets, including newspapers, printed publications, and other publication providers.

Depending on the type of order, the service may include:

a) completion of a publication form by the user,
b) selection of a publication medium, publication date, and additional services,
c) price calculation,
d) preview of the publication text,
e) submission and payment of the order,
f) forwarding of the publication request to the relevant medium,
g) communication with the user regarding clarifications, corrections, or pending issues,
h) dispatch of copies, where requested and available.

Publees is not a newspaper, publisher, public authority, court, law firm, notary office, or legal representative of the user. The service is provided as online intermediation and support for the submission and forwarding of publications, based on the information provided by the user.

2. Acceptance and amendment of the Terms

Use of the website and services requires acceptance of these Terms of Use.

World of Ads LLC reserves the right to amend, update, or replace these Terms of Use at any time, where necessary for the operation of the service, compliance with applicable law, adaptation to new technologies, changes in cooperating providers, or improvement of the user experience.

Amendments apply from the time they are published on the website, unless otherwise stated. Changes do not affect orders that have already been confirmed before the effective date of the new terms, unless the change is required by mandatory law or by a competent authority.

You are encouraged to review the Terms of Use periodically.

3. Eligibility to use the service

The service may be used by individuals who have reached the legal age required to enter into binding transactions in their country of residence, as well as by businesses, organisations, associations, professionals, or duly authorised representatives acting on their behalf.

By placing an order, you represent and warrant that:

a) you are acting on your own behalf or are duly authorised to act on behalf of a third party,
b) the information you provide is true, accurate, complete, and up to date,
c) you have the right to submit the content and any personal data included in the publication,
d) the publication you request does not infringe third-party rights or applicable law,
e) you will carefully review the text, date, publication medium, and all other details before final submission.

4. User account and order details

To place an order, you may be required to create an account or provide contact and billing details.

You must provide accurate information, including, indicatively, full name, company name, address, email address, telephone number, billing details, delivery details, and any other information necessary for the fulfilment of the order.

You are responsible for the accuracy of the information you enter. Publees is not liable for delays, inability to fulfil an order, errors in publication, billing issues, or delivery problems caused by inaccurate, incomplete, or outdated information provided by the user.

5. Publication content and user responsibility

The user is solely responsible for the content submitted for publication.

In particular, for publications containing names, surnames, parents’ names, addresses, tax identification numbers, court decision numbers, court details, association details, dates, locations, family relationships, details of deceased persons, marriage details, or other personal or legally significant information, the user must carefully verify the accuracy and completeness of all details.

Publees may provide technical, linguistic, procedural, or support assistance, but it does not replace the user’s responsibility for the accuracy, legality, completeness, and suitability of the content.

It is prohibited to submit or transmit content that:

a) is unlawful, false, misleading, or abusive,
b) is defamatory, libellous, threatening, offensive, racist, hateful, obscene, or harmful,
c) infringes personal data rights, privacy, intellectual property rights, trademarks, or other third-party rights,
d) contains malware, viruses, automated code, or technical interference mechanisms,
e) is submitted without the necessary authorisation or consent, where required,
f) violates the publication rules of the selected medium or any applicable law.

Publees reserves the right to refuse, suspend, or cancel an order if it reasonably considers that the content violates these Terms, third-party rights, the rules of a cooperating medium, or applicable law.

6. Use of AI tools and assisted text processing

Publees may use artificial intelligence tools or automated systems to assist with the processing of texts submitted by users.

These tools may be used for purposes such as:

a) spelling and grammar checks,
b) detection of potential errors or inconsistencies,
c) detection of missing or unusual information,
d) suggestions for improved wording,
e) improvement of the user experience and quality of the service,
f) identification of recurring error patterns in aggregated or anonymised form, where feasible.

The use of AI or automated tools is assistive only. It does not constitute legal advice, does not constitute official review by a public authority or court, and does not guarantee that the text is legally complete, accurate, or suitable for every specific case.

Publees does not use users’ texts to train general-purpose artificial intelligence models owned by Publees. Where third-party technology providers are used, processing is carried out in accordance with the Privacy Policy and applicable contractual and technical safeguards.

The user remains responsible at all times for the final review and approval of the text before submitting the order or before publication, where a correction option is available.

7. Order process

The user selects the publication service they wish to purchase and completes the relevant form with the required information.

Depending on the service, the form may include predefined text, free text, a file or photo upload field, publication date selection, publication medium selection, number of publications, copy delivery options, and other available fields.

Before completing the order, the user may review the order details, including, indicatively:

a) the selected service,
b) the text to be published,
c) the selected publication medium or media,
d) the requested publication date,
e) the price,
f) VAT or other charges, where applicable,
g) delivery details for copies, where requested.

The order is considered finally submitted when the user completes the required checkout steps and the payment or payment method is successfully confirmed, in accordance with the available payment methods.

Successful order registration is confirmed by an email sent to the email address provided by the user.

8. Prices, charges, and availability

The prices of the services are displayed on the website or during checkout before completion of the order.

Prices may depend on the type of publication, the medium, the date, the size or length of the text, the inclusion of a photo or file, the selection of copies, delivery, destination, and any additional services.

Publees makes reasonable efforts to ensure that prices and availability information are accurate. However, in the event of an obvious pricing error, technical error, change in a medium’s price list, unavailability of a date, or other material change, Publees may contact the user to confirm, amend, or cancel the order.

No order is deemed necessarily accepted by Publees where there is an obvious error, inability to fulfil the order, unavailability of the medium, or breach of these Terms.

9. Payments

The available payment methods are displayed on the “Payment Methods” page and during checkout.

Depending on availability, payment may be made by credit or debit card, PayPal, PayByBank, or other available payment providers.

Electronic payments are processed through cooperating payment providers. Publees does not store full card details, such as the full card number or CVV.

An order may not be forwarded for fulfilment until payment has been successfully confirmed.

For more information, the applicable Publees Payment Policy shall apply.

10. Order submission and forwarding times

Orders are forwarded for fulfilment according to the availability of the selected medium, business days and hours, submission deadlines, holidays, strikes, internal procedures of the media outlets, and any technical or other restrictions.

Indicatively, orders completed after 12:00 noon may be forwarded for a later available publication date, depending on the medium and the type of publication.

Orders submitted after 12:00 noon on Friday, on Saturday, on Sunday, or on public holidays may not be capable of being fulfilled in the immediately following edition if the commercial, advertising, or relevant department of the medium is not operating.

Any publication or delivery time displayed on the website is indicative, unless expressly stated otherwise.

11. Corrections and changes to publication text

The user must review the publication text before completing the order and after receiving the confirmation email.

For corrections, additions, or deletions after the order has been submitted, the user must contact Publees immediately.

As a general rule, corrections may be requested no later than 12:00 noon on the previous business day before the scheduled publication, or by the last business day before publication if the publication is scheduled for a weekend or public holiday.

Publees will make reasonable efforts to forward corrections in time, but does not guarantee that any change will be accepted or incorporated if requested late, or if the medium has already proceeded with typesetting, production, publication, technical processing, or any other irreversible action.

Publees is not liable for errors caused by information submitted incorrectly or approved by the user.

12. Cancellations and refunds

The user may interrupt the order process at any time before final submission and payment.

After completion of the order, cancellation may be requested by contacting Publees immediately using the contact details published on the website.

Acceptance of a cancellation request depends on the type of publication, the stage of fulfilment of the order, the publication date, the rules of the medium, and whether the order has already been forwarded, typeset, submitted, dispatched, or published.

For social, legal, judicial, and other notices, as well as general meeting invitations, cancellation may be accepted only if requested in time and provided that the publication has not already taken place, the order has not been finally forwarded to the medium, and the medium has not proceeded with typesetting or any other irreversible work.

For advertising placements, cancellation may be accepted only if requested within the required time before publication, as determined by Publees or by the relevant medium.

Where the service concerns a customised publication, a special order, a publication based on information provided by the user, or a service that has already begun to be performed upon the user’s instruction, a full or partial refund may not be available.

The specific cancellation and refund terms are set out in the applicable Cancellation and Refund Policy, which forms an integral part of these Terms.

13. Dispatch of copies

Where the user selects delivery of newspaper copies or other printed materials, dispatch is carried out according to the availability of the medium, circulation time, delivery location, courier or postal provider, and the applicable delivery terms.

Dispatch of copies does not necessarily mean delivery on the same day as publication.

Delivery times are indicative and may be affected by remote areas, international shipments, strikes, public holidays, weather conditions, courier delays, customs or other procedures.

Publees is not liable for delay or inability to deliver caused by third-party carriers, incorrect delivery details, absence of the recipient, or events outside its reasonable control.

The specific delivery terms are set out in the Dispatch of Copies Policy.

14. Communication regarding the order

For the proper fulfilment of the order, Publees may contact the user by email, telephone, SMS, or any other appropriate means of communication provided during the order process.

Communications relating to the fulfilment, confirmation, correction, pending issues, payment, dispatch, or publication of an order are operational and necessary for the provision of the service.

The user must monitor the contact details provided and notify Publees immediately if they do not receive a confirmation email or if they identify an error in the order.

15. Limitation of liability

Publees makes reasonable and professional efforts to ensure the proper operation of the website and the smooth fulfilment of orders.

However, to the fullest extent permitted by applicable law, Publees is not liable for:

a) inaccuracies or errors in information provided by the user,
b) failure to make a correction in time where the request is submitted late,
c) acts, omissions, delays, or errors of third-party media outlets, newspapers, publishers, couriers, payment providers, or technical providers,
d) non-publication or delayed publication due to force majeure or events outside the reasonable control of Publees,
e) technical problems relating to the user’s device, connection, software, or infrastructure,
f) temporary unavailability of the website due to maintenance, upgrades, or technical issues,
g) loss of business opportunity, indirect loss, loss of profits, or consequential damage, unless otherwise required by law.

Nothing in these Terms excludes or limits liability that cannot be excluded or limited under applicable law.

16. Force majeure

Publees is not liable for delay, inability to fulfil an order, or non-publication caused by force majeure events or events outside its reasonable control.

Such events include, indicatively, natural disasters, extreme weather events, earthquakes, fires, floods, pandemics, wars, terrorist acts, strikes, interruption of media operations, third-party technical failures, telecommunications outages, cyberattacks, acts of authorities, changes in laws or regulations, and any other event that could not reasonably have been foreseen or prevented.

In such cases, Publees will make reasonable efforts to inform the user and, where feasible, suggest a new available date or alternative solution.

17. Intellectual and industrial property

The website, software, business name, logos, distinctive signs, graphics, texts, photographs, designs, databases, layout, appearance, and content of Publees.com are protected by intellectual and industrial property rights.

It is prohibited to copy, reproduce, upload, publish, distribute, transmit, modify, create derivative works from, commercially exploit, scrape, crawl, mass extract data from, or otherwise make unauthorised use of the content or functions of the website without the prior written permission of Publees or the lawful rights holder.

Use of the website does not grant the user any ownership right or licence to use any trademark, logo, content, software, or other right, except for the limited right to use the service in accordance with these Terms.

18. User content and licence for order fulfilment

The user retains any rights they may have in the content they submit.

By submitting content for publication, the user grants Publees a limited, non-exclusive licence to use the content solely as necessary for order fulfilment, technical processing, forwarding to the publication medium, communication with the user, support, proof of fulfilment, maintenance of transaction records, and compliance with legal obligations.

This licence does not permit Publees to use the content for independent commercial exploitation outside the provision of the ordered service, unless there is a specific agreement or lawful basis.

19. Personal data and cookies

Personal data is processed in accordance with the Publees Privacy Policy.

The use of cookies, pixels, tags, analytics, advertising technologies, and related technologies is governed by the Cookie Policy and by the user’s consent choices, where required.

The Privacy Policy and Cookie Policy form part of the overall framework governing use of the service, but do not replace these Terms of Use.

20. Links to third parties

The website may contain links to third-party websites, payment providers, media outlets, carriers, social media platforms, or other services.

Publees does not control and is not responsible for the content, availability, security, privacy policies, terms of use, or practices of third-party websites or services.

Use of third-party services is at the user’s own responsibility and subject to the terms of the relevant third-party providers.

21. Suspension or termination of access

Publees reserves the right to suspend or terminate a user’s access to the website or services, refuse an order, or cancel an account where there are indications of:

a) breach of these Terms,
b) unlawful or abusive use,
c) submission of false or misleading information,
d) infringement of third-party rights,
e) attempted technical interference or unauthorised access,
f) fraud, chargeback abuse, or abusive conduct,
g) need to comply with law, court order, or competent authority.

22. Governing law and jurisdiction

These Terms of Use are governed by the laws of the State of Delaware, United States of America, unless mandatory consumer protection rules or other mandatory provisions of law grant the user rights that cannot be contractually excluded.

Any dispute arising out of or in connection with these Terms, the service, or the use of Publees.com shall be subject to the competent courts determined in accordance with applicable law and the rules of international jurisdiction.

If the user is a consumer residing in the European Union, nothing in these Terms limits any rights granted to the user by mandatory consumer protection provisions of their country of residence.

23. Severability

If any provision of these Terms is held to be invalid, ineffective, or unenforceable, that provision shall be limited or replaced to the extent necessary, without affecting the validity of the remaining provisions.

Failure by Publees to exercise any right shall not constitute a waiver of that right.

24. Contact
